Mr. Aden Abdi Millah is the Principal Secretary, State Department for Shipping and Maritime Affairs in Kenya’s Ministry of Mining, Blue Economy and Maritime Affairs, having officially assumed office in April 2025 following parliamentary approval.
He is a results-oriented public sector professional with over 28 years of experience spanning engineering, transport regulation, maritime administration, and corporate management. Prior to his current appointment, he served as Deputy Director and Head of the Motor Vehicle Registration Department at the National Transport and Safety Authority (NTSA), and previously as Regional Manager for NTSA in the Central Rift, Coast, and Nairobi regions. Earlier in his career, he worked as an Engineer at Schlumberger (Scotland), an Engineer at First Energy Corporation (USA), and a Technician at Kenya Power.
Mr. Millah holds a Diploma in Electrical Engineering (Jomo Kenyatta University of Agriculture and Technology), a Bachelor’s Degree in Electrical Engineering (University of Minnesota, USA), and an MBA in Human Resource Management (Mount Kenya University).
As the Principal Secretary for the State Department for Shipping and Maritime Affairs, his leadership priorities include strengthening maritime safety and security, expanding Kenya’s blue economy, enhancing maritime infrastructure, promoting sustainable ocean management, and attracting strategic regional and international partnerships to position Kenya as a leading maritime nation in the Western Indian Ocean region.
