Achievements

Education and Capacity Building
  • The State Department, through Bandari Maritime Academy, has been a central institution for training seafarers and maritime cadets. These trainees come from different counties in Kenya, ensuring a broad geographic spread of knowledge and skills across the maritime sector.
  • The State Department is always involved in facilitating the recruitment of seafarers for various job opportunities, helping connect skilled maritime professionals with employers both locally and globally.
  • To ensure that Kenyan seafarers are globally recognised and can work internationally, the State Department has developed the Seafarer Identity Document (SID). This initiative aligns with the International Labour Organisation (ILO) Convention No. 185, which aims to standardise seafarer identity documentation globally.
Maritime Policy Development
  • The Maritime Education and Training Policy was developed to streamline and enhance the quality of maritime education in Kenya. This policy will serve as a guiding framework to ensure that the training programs meet both national and international standards.
  • The National Maritime Transport Policy was developed to promote and regulate maritime transport in Kenya, supporting sustainable development in the sector.
MOUs with Partners
  • The State Department has signed four Recognition/Flag MOUs with various countries. These agreements ensure that Kenya’s seafarer certificates are recognized and accepted internationally, opening up global job opportunities for Kenyan seafarers.
  • Additionally, the State Department, in collaboration with its State Agencies (SAGAs), has entered into 13 MOUs with other governments and maritime organizations. These MOUs aim to foster collaboration on maritime issues, from safety to environmental protection, ensuring Kenya is at the forefront of international maritime discussions.
Other Achievements
  • The Lake Turkana Maritime Transport and Investment Project aims to develop a reliable and efficient transport system on Lake Turkana, facilitating the movement of goods and people. This project will enhance regional trade, provide access to remote areas, and contribute significantly to socio-economic development, particularly in northern Kenya.
  • The Lake Victoria Transport and Investment Project focuses on improving the transport infrastructure around Lake Victoria, including upgrading ports and water transport systems. The project also seeks to attract investors, particularly in sectors like tourism, fisheries, and water transport, which are vital to the economic growth of the region.
  • The Marine Spatial Plan has been developed as a framework for the sustainable use of marine resources. This plan aims to balance economic growth with environmental protection, promoting efficient shipping operations while minimising conflicts between different maritime activities and protecting marine ecosystems.
  • The State Department has been actively involved in the development of essential regulations in the maritime sector, including the MARPOL Annex VI, Load Line regulations, and Cabotage laws. These regulations are essential to ensure the safety, environmental sustainability, and economic viability of Kenya’s maritime industry.
